Gareth Porter's 1975 history of the 1973 Paris Agreement that was meant to end the Vietnam War. Drawing on diplomatic records, he argues that the United States and the Saigon government of Nguyen Van Thieu never intended to carry out the political settlement the accord called for, so the peace it promised was denied before it could begin.
