Tip and the Gipper (2013) by Chris Matthews tells how President Ronald Reagan and House Speaker Tip O'Neill, political opponents, found ways to work together in the 1980s. Matthews, who worked for O'Neill as an aide in those years, describes the two men's clashes over the budget and government's role, and the deals they struck anyway, including the 1983 rescue of Social Security. He presents their relationship as a model of how divided government can function.
