War of Necessity, War of Choice
Categories: Politics & Social Sciences
In War of Necessity, War of Choice (2009), diplomat Richard N. Haass compares America's two wars with Iraq, the Gulf War of 1991 and the invasion of 2003. Haass served in senior posts during both: on the National Security Council under George H. W. Bush and as head of policy planning at the State Department under George W. Bush. He argues that the first war was necessary and well managed, while the second was a war of choice made with flawed assumptions.
